Ohhhhh, she's so cute. I have Leithian, my Dalish First who fled her clan because of [spoilers redacted] and might be fun to bounce off of her? She's a typical Dalish in that she doesn't really consider city elves to be "true" elves, but her mother was also a city elf who ran away to the Dalish, so at the same time she's a bit conflicted on that front and does have a very small and hidden soft spot for them.
I don't think she's really on the radar enough for anyone to have hired the Crows to kill her, but perhaps the two of them running into each other while Florance is on a mission and Leithian doesn't realize she's a Crow, only seeing another elf, might work?

FLORANCE + JENOVA hi there! i'd like to throw my thieving, smuggler city elf, jenova, at you. i'm too lazy to switch accounts okay. some orlesian nobles would have any number of reasons to want jenova dead, and i'm sure someone would eventually hire an assassin to get rid of her. queue florance? i'm not sure what would happen, but it could be fun to see that confrontation! jenova isn't the best fighter, but she's great at slipping through your fingers.

not sure if she would take issue to mark being a blood mage, but that's not information that he casually throws around either. surprisingly enough, he doesn't have trust issues i think. he just has a healthy amount of self-preservation instinct. he's pretty friendly by nature!! kind of an asshole too but hey he likes to think that adds dimension to his character!!! mostly i see two secretly lonely characters getting together to be less lonely

dude freya has connections to the antivan crows so that she can find casual assassination jobs. if there's any job that none of the crows particularly want to take on because of political implications or the lack of adequate pay, freya's your girl. maybe florance can be her contact!! not sure if florance is the type to bond w colleagues or if it's strictly an impersonal thing

she's the warden-constable of ferelden now, so i imagine that she might run to other countries on occasion for Important Warden Business. or maybe florance can be in ferelden who knows. alya is more inclined to be hospitable in the case of the latter. she's as peppy as ever, and she does have a soft spot for city elves since she's heard so much about how shitty their lives are, although she also values them for their toughness. she's not fond of assassins, seeing them as kind of overly underhanded, buuuut she doesn't have to know that florance is a crow lmao

Florance finds the Dalish unable to deal with the real world at hand?? Its really harsh but in truth she's really kinda jealous that they've never really had to deal with the troubles that face city elves. Like Lethian knows humans suck, but for most of her life she's never seen how bad they suck.
Though she might feel a bit of elven sisterhood running into Lethian. She's lonely and Lethian isn't really someone who seems like they would be a target for an assassination. Maybe she'd kind of... try to bond? I don't know lets see how it goes, yeah?

Blood magic? Blood magic? She'd be more interested in what he can do. Can he summon demons? Do demons ever take control of him? Will he turn into an abomination? All questions she'd pound Mark with. She can't really judge him based on class since, well, she kills people. She's just curious. Though if she never really knows, she can't really hound him. He interests her nonetheless.

Florance isn't at the rank yet where she handles the contracts but, she has a good set of ears around Crow HQs. For assassins, they can surely be a chatty bunch, and they can surely gossip about jobs that they turned down.
She'll be Freya's very damn secret contact. She'll tell Freya who she has to go to to get the contract and whatever, but a personal relationship? Um, maybe? Depends how they act around each other. That doesn't mean she hasn't dealt with how shitty life can be for a city elf. She's dealt with it. Racism is a bitch. Charming up a warden? Not so much. There's any time knowing everything about a warden-constable can be bad. Let her know your weaknesses.

Yeah, it could go somewhere nice. Leithian doesn't have her blood writing, so Florance might not even realize she's Dalish at first meeting without it being said--although she does have the smug superiority down to an art, I think, like all good Dalish--so elven sisterhood might actually have a chance!
